English Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new survey of municipal councils, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of local authorities are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and land to support their budgets, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage growing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the strategy.

Council Tax Rises and Broader Financial Pressures

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of county councils recently also found council budgets being strained by the growing number of children and older individuals requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“Although only one key city is among the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey found.
